I create the A3 frame block in model space and insert it into the layout space (either using the layout wizard), but it always goes beyond the boundaries of the layout. Why is that? If I can use the SC command to adjust it within the layout, will the size of the A3 frame change? I would appreciate your advice.

In other words, when inserting a graphic frame into the layout, it’s not necessary to set the size of the paper; one just needs to set it to A1–A4 format at the time of printing (or specify it in the page settings). Why add a frame when printing?
In layout mode, set the sheet size to A3 for the drawing. It’s not 420*297; the size is a bit smaller, and this is related to the printer. This way, the output will be in a 1:1 ratio
The drawing frame in paper space can be drawn at a 1:1 scale; when using the MV command to open a window, just set the scale accordingly (but the drawings in model space also need to be at a 1:1 scale). This way, the output will be printed at the correct scale. It’s just that, as the friend upstairs mentioned, the drawings might get a bit smaller depending on the printer used.
Generally speaking, it’s sufficient to set the viewport scale and the print scale. Also, it’s best to place tk within the layout so that it’s easier to format
