It is not specified on what the number above refers to; it can only be understood as a serial number for the preliminary design – C being the code for the preliminary design, and 2428 being the serial number.
I think one is the preliminary design serial number, and the other is the equipment tag number.
It’s not very clear – on the architectural drawings, are the windows 2400X2800?
The meaning of C is clear, but I still don’t understand the meaning of the numbers

In architectural drawings, it should be the number of the window. Nowadays, in many architectural drawings, the numbers assigned to doors and windows are based on the size of the opening; for example, M1024 refers to a door with dimensions of 1000*2400, while C3024 refers to a window with dimensions of 3000*2400 (in height)
