I checked out the information available about East China Design Institute online; they should be able to carry out the EPC work Do any of you in the engineering field know anything about this design institute? Please share your opinions.
We have just worked with East China Design Institute; we are the contractor. A one-sided evaluation: its full name is East China Pipeline Design and Research Institute, and it is located in Xuzhou. We are working on a Sinopec project, and the drawings prepared by them were created entirely by a group of students who had just graduated and had no experience in field work. This has caused us a lot of problems during construction. The design should have included three types of fluids: 97# and 93# gasoline, as well as 10# diesel, but only two lines were designed. The pipeline layout kept changing during construction, and the amount of detail in the pipeline design was insufficient; moreover, no proper review of the drawings was carried out. There seem to be too many issues. To some extent, the construction contractor acts as a kind of designer. I won’t say more; it’s not that East China is bad – I believe similar situations exist in other units as well. It’s all a group of new trainees working in isolation; once the project is completed, they go to the site and exclaim, “So this is what it looks like.” Quality of construction projects is of utmost importance at present; I advise all design firms……

The full name of CNPC East China Design Institute is: East China Survey and Design Institute of China National Petroleum Corporation, and its location is Qingdao. A 2 million-ton refinery is a bit small in scale. If the General Institute is chosen, LPEC, S/EI, and the East China Institute can all be used; the East China Institute only has experience in oil refining capacity of 10 million tons in Guangxi. If EPC turnkey contracting is chosen for a specific plant, there are many engineering companies that can provide such turnkey services, depending on the type of plant.
The third floor is at ground level. The East China Institute is located in Qingdao. Objectively speaking, for a small refinery with a capacity of 2 million units, the design capabilities of the East China Institute are sufficient; however, their ability to carry out EPC turnkey projects is not so impressive. It is recommended to adopt an E+PC mode for the general contracting, with the design work carried out by East China Institute. PC will invite another engineering company through bidding. Furthermore, with such a small scale, it’s impossible for the Luoyang or Beijing offices to accommodate the request.
2 million tons is a bit too small; it might not be impressive if placed in a large complex. A scale like this is suitable for medium-sized design institutes. What really matters is the attitude of the design institute – I recommend the Design Institute of Shengli Refinery of Qilu Petrochemical
