A small issue regarding the vent pipeline

I am currently working on an exhaust pipeline that runs from the equipment to the flare stack; hydrogen makes up 97% of the gases being exhausted, and the back pressure at the exhaust point is 0.5 MPa. Based on the distance and pressure drop, a pipeline diameter of 350 mm should be sufficient. However, according to the design specifications for hydrogen stations, the design flow velocity for hydrogen pipelines with a pressure of 0.5 MPa must be less than 15 m/s; therefore, my pipeline would need to have a minimum diameter of 600 mm. Is it necessary to meet this rich specification?
A standard is a norm. Meeting specifications is the primary responsibility of designers, right?
I suggest: 1. Check the regulations to see if your situation falls within their scope of application. 2. If nothing else works, ask the person who prepared the standard for details.
This specification must be met; there are certainly reasons behind the requirement to do so. If LZ really wants to know why, they can ask the person who formulated the specification.
I think requiring the pipeline design flow rate to be less than 15 m/s as specified in the standards is too stringent, and it also results in high investment costs; it’s sufficient to ensure that the back pressure of the flare allows it to burn stably.
I asked later, and the person in charge of the manufacturing process said that it’s not necessary to meet this specification; it’s sufficient to comply with the regulations regarding the gas emission system. Hydrogen specifications only need to be met at high concentrations
