Mitsubishi PLC programming issues

The specific requirements are as follows: there are two toggle buttons, one red and one green. When the green button is pressed, the red and green lights will flash alternately for 20 seconds each; pressing the red button will stop the flashing. It can be done using ladder diagrams or instruction lists!
You can simply find any book on the applications of PLC programmers in a bookstore; such books usually include examples of introductory programs.
Are all PLCs the same? It must be different for each manufacturer

This program is an introductory program for PLCs. But even the most basic aspects need to be taken seriously, haha. The answer has already been given by the person on floor 4; presumably that person studies automation
