Does the height h of the straight edge at the larger end in the upper figure refer to the same parameter as the length L of the cylinder at the larger end of the conical shell in the lower figure?
Of course not. The former refers to the straight edge section of the head, similar to that of an elliptical head, while the latter is the length of the large-end cylinder.
These two values are different; the first one refers to the straight section of the conical head, while the second one is the length used in the calculation of external pressure for cylinders. You can take a look at the content in Chapter 6.1 of GB150.

They are naturally different; the former refers to the straight edge section of the end cap. The latter is the length of the large-end cylinder; in the calculation of the conical shell, this length is used as the length of the reinforcement section to determine whether the conical shell meets the requirements. When the length of the large-end cylinder, taken as the reinforcement section length, is greater than the length over which the local bending stress and the circumferential local membrane stress decrease, then the conical shell satisfies the strength requirements.
They are definitely different; the uses of the two are also distinct. The former is required for calculating the strength of conical shells, and it is relevant whether there is external pressure or internal pressure. And the latter is required for external pressure instability calculations
