The Regulations on the Reporting, Investigation, and Handling of Production Safety Accidents classify accidents into four categories: minor accidents, relatively serious accidents, major accidents, and extremely serious accidents. A minor accident refers to one that results in 3 or fewer deaths, 10 or fewer serious injuries, or direct economic losses of less than 10 million yuan. However, the definition of a minor accident is quite broad; so how should it be determined? For example, what size of accident needs to be reported?

Classified by the severity of the injury: In accordance with the standard GB6441—1986 \"Classification Standards for Work-related Injuries and Deaths of Enterprise Employees\", injuries are classified as follows based on their severity: Minor injury accidents. Accident Level 3.2.1 Minor Accident: An accident that results in minor injuries or mild poisoning to 1–5 people, or direct economic losses of 50,000 yuan (inclusive) to 100,000 yuan (inclusive). 3.2.2 Major accidents: Those that result in 1–5 people suffering serious injuries or severe poisoning, or 6–10 people suffering minor injuries or mild poisoning, or direct economic losses ranging from over 100,000 yuan to 500,000 yuan inclusive. 3.2.3 Major accident: An accident that results in 1–2 deaths, or 6–10 people suffering serious injuries or severe poisoning, or 11–20 people suffering minor injuries or mild poisoning, or direct economic losses ranging from over 500,000 yuan to 1,000,000 yuan inclusive. 3.2.4 Catastrophic accident: An accident that results in 3 or more deaths, or 11 or more people suffering serious injuries or severe poisoning, or 21 or more people suffering minor injuries or mild poisoning. *1. Accidents that do not reach the above levels are treated as abnormal incidents. *2. Minor injuries refer to temporary total loss of working capacity resulting in fewer than 105 lost workdays ; Severe injury refers to an injury that results in permanent loss of working capacity, or temporary total loss of working capacity lasting 105 days or more. The number of workdays lost due to accident injuries is determined in accordance with the \"GB/T 15499-1995|Standard for Workdays Lost Due to Accident Injuries\".
In accordance with GB6441, one of the accident statistics indicators in China is the severity rate of injuries. The severity rate of injuries represents the average number of workdays lost due to accidents per million working hours over a certain period. Therefore, records should be kept for any accidents that result in losses on working days, and the results should be reported.
Reply to 1# ydh_8409: Article 14 of the Interim Provisions on Fines and Penalties under the Regulations on the Reporting, Investigation, and Handling of Production Safety Accidents stipulates that if the entity responsible for an accident is at fault for an accident that results in 3 or fewer deaths, or 3 to 10 serious injuries (including acute industrial poisoning), or direct economic losses ranging from 3 million yuan to 10 million yuan, it shall be fined between 100,000 yuan and 200,000 yuan. (Additional note: This is the minimum penalty stipulated in the Interim Provisions for the entity responsible for the accident.) In accordance with the above provisions, the entity responsible for an accident must report such accidents that result in 3 or fewer deaths, or 3 or more serious injuries (including acute industrial poisoning), or direct economic losses of over 3 million yuan.
