Help: Issues with equilibrium lines in distillation units

When does the equilibrium line at the top of the distillation column become active? Is it to be used continuously or intermittently? Thank you.
At the top of the distillation tower, we generally have a balance pipe between the heat exchanger where the vapor exits from the tower and the reflux drum; this pipe remains open at all times
Some are used for pressurization while driving; on one hand, they facilitate the vaporization of the liquid phase in the return tank or product tank, thereby maintaining pressure equilibrium with the tower!
