Who has sample safety operation procedures for , preferably those that have already passed safety standardization audits?
Why are model texts needed? Consulting companies have them. In fact, you just need to add to the process operation procedures: 1. Purpose of the job; 2. Identification of hazards in process operations. 3. Add safety precautions to the process operation details. 4. Topics such as occupational hazards may be included.
I’d like to correct the original poster: standardization only mentions “operating procedures,” not safety operating procedures.
It doesn’t seem to be the case. Section 4.3.4 of the original safety standardization guidelines for hazardous chemicals enterprises deals with the requirements regarding safety operating procedures; the implementation guidelines for standardization provide detailed requirements for the development of such procedures, which seem to consist of 7 parts in total. I forgot where I put the documents. The latest version of AQ3013, section 4.3.3 – Planning Phase: In accordance with relevant laws and regulations as well as the requirements of these specifications, a safety standardization plan is established based on the results of the initial review, covering aspects such as resource allocation, schedule, and task division ； Conduct risk analysis ； Identify and obtain applicable laws, regulations, standards, and other requirements regarding safe production ； Improve safety production regulations, safety operating procedures, registers, archives, records, etc ； Determine the enterprise’s safety production policies and objectives. ”Safety operating procedures were also mentioned. As for the subsequent 5.3.4, it has been changed to operating procedures. The reason is unknown. 3# No regrets
I would like to ask: are process safety operating procedures equivalent to a combination of process technical specifications and job operation procedures? Our unit’s process technical regulations include: a brief overview of the unit, a description of the processes along with flow diagrams, key process parameters and quality targets for each stage of production, plans and procedures for starting up and shutting down the operations, main power-related parameters, information on key equipment, procedures for receiving and dispatching oil, measurement practices, inventory management procedures, weighing protocols, instrument control schemes and specifications for major instruments, regulations regarding oil measurement, rules for oil quality management, guidelines for handling blind flanges in the facility, procedures for releasing pressure from pipelines, regulations for tank cleaning, a collection of emergency response plans for hazardous chemicals at our unit, safety precautions, systems for regular inspections, rules to prevent leaks, procedures for checking vent valves, management systems for gas detectors, regulations for tank farms, rules for managing oily waste wells, regulations for fire ponds, fire prevention measures, guidelines for managing fixed ignition points, and safety regulations for work carried out on rooftops. Are all these items necessary to have in place?
Operating procedures are the main technical documents that guide production, as well as the primary basis for production preparation work. The structural composition of operating procedures generally includes process technical specifications, operation guides, start-up and shutdown procedures, operating procedures for specialized equipment, basic operating procedures, accident response plans, operational regulations, safety production and environmental protection measures, and appendices.
The contents of the \"Process Technical Specifications\" include: 1. Overview of the plant: production design capacity, actual capacity, date of completion, and technical upgrades over the years； 2. Principles and Process: Description of the production principles and main process flow in this workshop ； 3. Process parameters: including parameters for raw materials and production auxiliaries, parameters for semi-finished products and finished products, parameters for utility systems, main operating conditions, material balance, as well as parameters for raw material consumption, utility consumption, and energy consumption ； 4. Production flow diagram: Process principle flow diagram, process piping and instrumentation control diagram, and description of the process flow diagram. The drawing of flowcharts and the graphic symbols used in them shall comply with the provisions of **standards or industry standards.
