Class A Comprehensive Engineering Design Qualification: A general description of the status and scope of activities associated with this qualification. The Class A Comprehensive Engineering Design Qualification is the highest tier of engineering design qualifications in China, covering the widest range of activities and requiring the strictest standards. The Ministry of Housing and Urban-Rural Development has set a target of limiting the number of enterprises granted this qualification to around 50 nationwide. Enterprises with a Class A comprehensive qualification for engineering design can undertake all types of engineering design work in the 21 sectors of engineering design in China, as well as general contracting projects within the scope permitted by their Class 1 general contracting qualification for construction. Origin of the Class A Comprehensive Engineering Design Qualification: The Class A Comprehensive Engineering Design Qualification was first established in the \"Engineering Design Qualification Standards\" revised by the former Ministry of Construction in March 2007, with the aim of encouraging large design firms to develop in the areas of engineering general contracting and project management. Companies that wish to obtain this qualification must meet requirements in terms of experience and reputation, technical conditions, technical equipment, and management level. Large design institutes that obtain this qualification can undertake design work for all 21 industries listed in China’s engineering design industry classification, including those in the fields of chemicals, petrochemicals, pharmaceuticals, oil and gas, power, metallurgy, railways, highways, electronics, communications, broadcasting, civil aviation, and municipal services. At the same time, it is capable of undertaking general contracting (specialized construction contracting) projects within the scope permitted by the first-class qualification certificate for general contracting (specialized construction contracting). The general construction contracting qualification creates the conditions for carrying out general construction contracting and transitioning to an international engineering company. The comprehensive engineering design qualification refers to a design qualification that covers 21 industries: the coal industry, the chemical, petrochemical, and pharmaceutical industries, the oil and gas (offshore oil) industry, the power industry, the metallurgy industry, the military industry, the machinery industry, the commerce, trade, and grain industry, the nuclear industry, the electronics, communications, and broadcasting industry, the light manufacturing and textile industry, the building materials industry, the railway industry, the highway industry, the water transport industry, the civil aviation industry, the municipal engineering industry, the agriculture and forestry industry, the water resources industry, the marine industry, and the construction industry. The scope of architectural engineering design includes the design of buildings and structures within the boundaries specified by the land use planning permit, outdoor engineering design, underground engineering design for civil buildings, as well as the planning and design of residential complexes, factory premises, factory living areas, and individual buildings. It also encompasses the design elements related to various specialized fields, such as overall layout planning, vertical design, design of various pipelines and networks, landscape design, indoor and outdoor environmental design and building decoration, road construction, fire protection, intelligent security systems, communication facilities, lightning protection, civil defense measures, power supply and distribution, lighting, wastewater treatment, air conditioning systems, and seismic reinforcement. 8 specialized qualifications in engineering design: architectural decoration, building intelligence, building curtain walls, light steel structures, landscape architecture, fire protection systems, environmental engineering, and lighting engineering. Scope of operations for Class A comprehensive qualification in engineering design: Enterprises with engineering design qualifications may engage in corresponding general contracting of projects, project management, as well as related technical, consulting, and management services within the scope permitted by their qualification certificates. There are no restrictions on the regions where business can be conducted. The comprehensive Class A qualification for engineering design allows for the undertaking of design work on construction projects in various industries, with no restrictions on the scale of such projects ; However, when undertaking the design of a project, it is necessary to meet the staffing requirements specified in these standards for the design type corresponding to that project.
