Technical agreements are generally prepared by the manufacturer, and adjusted by instrument engineers according to actual conditions.
Normally, it is arranged by the supplier, with decisions made through consultation among the various departments of the owner. I’m not sure if doing this in the way suggested by the original poster will create an additional task; care should be taken when drafting the technical agreement, taking into account the opinions and interests of all parties involved, otherwise many problems will arise.
