Why are the instantaneous flow rate values of the two flow meters on the same pipeline different? Is the instantaneous flow rate of a flow meter related to the pressure at the location where it is installed? The pipeline medium is steam

Let me add more details to the question: This is a steam pipeline that transports steam generated by a waste heat boiler to other units that use steam. An orifice flow meter is installed on the boiler side, while a Vortex flow meter is installed at the receiving unit. The length of this pipeline is over 2300 meters, and it is a DN200 pipeline. The readings from the two flow meters differ by more than 1000 Kg/h. Is such a difference due to the accuracy issues of the flow meters, or is there some other reason?
