PMP entered China before IPMP and was recognized by China’s management community at an earlier stage. However, after the year 2000, the IPMP certification introduced from Europe grew rapidly, and the number of people in China who obtained this certification began to surpass that of those with PMP certifications. Many people are confused about these two systems and often mix them up. In fact, although both of these systems are professional certification frameworks for project management, there are still many differences between IPMP and PMP. Many professionals are unsure which of the two certification systems to choose, which one is more suitable for them and which one is more practical. Modern project management science is a management discipline that developed in the late 1950s in the United States, based on these two technologies, and deals with the control of resources such as project funds, time, and human labor. PMP: The PMI Project Management Institute, founded in 1969 in the United States, is at the forefront of this field. PMI has over 200,000 members worldwide and is recognized by more than 160 countries and regions. The scope of the PMP certification exam covers the five project management processes and nine knowledge areas defined by PMI and recognized as the world’s most authoritative project management standards – the PMBOK. In 1999, the PMP exam became the first of all certification exams to obtain ISO 9001 international quality certification, thereby establishing its authority on the international stage. It was also recognized by the media as the third most valuable credential for employment, after MBA and MPA. IPMP: The International Project Management Association (IPMA) is a non-profit international professional organization for project management, registered in Switzerland. Founded in 1965 under the original name INTERNET, it is a key promoter of the internationalization of project management. The members of IPMA are mainly various **project management professional organizations (National Associations, NA); to date, there are 43 such member organizations, and China’s PMRC is one of them. Various **project management professional organizations serve the specific needs of project management in their own countries using their own languages, while IPMA provides services at an international level using English, which is widely accepted as a working language. To achieve this goal, the organizations under IPMA have developed a variety of professional products and programs, such as the internationally recognized IPMA Certification System – namely the four-level certification system (IPMP) of what is known in our country as the International Project Management Association ； There are also the IPMA’s annual “Global Project Management Conference,” as well as the IPMA PM Award, which is regarded as the Oscar of the project management field. Due to the high difficulty and intensity of the PMP and IPMP certification exams, as well as the strict examination procedures and rigorous professional qualification requirements, these certifications hold great value. PMP&IPMP – China Edition Competition: PMP. Only after gaining IPMA’s approval did IPMA authorize PMRC to introduce and promote IPMP. PMRC has localized the IPMP certification process, certification training, certification exams, and more. IPMP is a professional project management certification that fits China’s national conditions while being in line with international standards. This is because the introduction of IPMP is not a simple copy-paste process; it involves an effort to adapt it to China’s national conditions, and a great deal of preparatory work is required, which takes time. This is also why IPMP was officially launched and promoted in China only in July 2001, whereas PMP already existed prior to that. PMP&IPMP – Comparison of certification systems: PMP is a certification system established by the Project Management Institute (PMI) in the United States. There is only one level for the PMP certification, and the eligibility requirements for candidates taking the PMP exam are equivalent to those for Level C of the IPMP. IPMP classifies those who have obtained IPMP project management certifications at various levels based on these certification tiers; such individuals will possess the capability to handle large international projects, large and complex projects, moderately complex projects, or to work in professional project management roles. Based on the International Project Management Professional Competence Standards (IPMA Competence Baseline, or ICB), IPMA divides the certification levels for project management professionals into four categories according to their varying levels of expertise. The first category is IPMP Level A: Certified Senior Project Manager ； IPMP Level B: Certified Project Manager ； IPMP Level C: Certified Project Management Professional ； IPMP Level D: Certified Project Management Professional. Everyone can freely choose the appropriate level of certification based on their professional expertise. PMP&IPMP – Comparison of knowledge frameworks: The PMP, the American project management knowledge framework, is based on the Project Management Body of Knowledge (PMBOK), which was developed by the Project Management Institute using its research findings and experience. This framework scientifically divides a project into five processes: project initiation, project planning, project execution, project control, and project closure. Based on the characteristics of each stage and the main challenges faced, it systematically categorizes these elements into nine knowledge areas of project management: scope management, time management, cost management, human resource management, risk management, quality management, procurement management, communication management, and integration management. It also provides a comprehensive overview of the knowledge, skills, tools, and techniques associated with each of these areas. IPMP, the Chinese Project Management Knowledge System (C-PMBOK), organizes and presents this knowledge in a way that is easy for Chinese people to understand and accept. It covers to the greatest extent the knowledge specific to project management as well as the relevant knowledge in the fields where project management is applied. C-PMBOK is structured around the project life cycle as its fundamental framework. Starting with the concepts of projects and project management, it explains the main tasks at each of the four stages of project development – the conceptual stage, the development stage, the implementation stage, and the closure stage – as well as the relevant knowledge required for each stage. It also takes into account the common knowledge that applies across more than one stage of the project life cycle, along with the methods and tools involved in project management. Based on this approach to compilation, C-PMBOK divides the knowledge areas of project management into 88 modules in total. PMP&IPMP – Comparison of assessment methods: PMP. The PMP certification exams are developed by PMI’s Academic Council, with experts from around the world contributing to the creation of the exam questions. Currently, the PMP certification offers four exams per year in China, in both Chinese and English. PMP focuses on the assessment of knowledge, with certification consisting only of a written exam. PMP exam questions are required to meet the certification standards of the Project Management Institute, while also reflecting an inclusive approach that values diversity. The written test questions are provided in both Chinese and English, and the question type is generally multiple-choice. However, the Chinese translations are not produced domestically; most of them are rather literal translations that are difficult to understand and can even lead to misunderstandings. Therefore, for those with strong English reading skills, it is best to use entirely English-based tests and assessments. IPMP focuses on the assessment of experience and capabilities; capability = knowledge + experience + personal qualities, which constitutes the most fundamental definition used in IPMP assessments. The IPMP certification follows a strict, scientific, and standardized process; each level has its own corresponding certification procedures, which include written tests (with questions related to project management experience and knowledge), seminars, project reports, and interviews. All IPMP exam questions are developed and graded by domestic certification bodies authorized by IPMA. However, IPMA will conduct random checks to review the exam papers and project reports. PMP&IPMP – Comparison of certification fees: IPMP (2009 rates): For first-time applicants, the IPMP certification fee follows a unified national standard, consisting of an application fee and a certification fee. The certification fees for each level are as follows: Level A certification fee is 7,200 yuan; Level B certification fee is 5,200 yuan; Level C certification fee is 3,200 yuan; Level D certification fee is 1,200 yuan. The certification fee for college students includes a discount on the registration fee, amounting to 780 yuan. Unit: Renminbi. PMP (2009 rates): Candidates taking the exam for the first time are considered beginners. All candidates must submit the required materials and the PMP certification exam fee to or transfer it to the respective registration centers by the registration deadline. The fee for the PMP qualification exam is currently 3,900 RMB (including the registration fee). 　　For candidates who have become official members of the Project Management Institute (PMI) by the deadline for each exam registration, the fee for the certification exam is currently 2,900 RMB (including the registration fee), provided that a copy of their membership certificate is submitted. PMP&IPMP – Certificate Management Competition: For the PMP certification in China, the authorized agencies are responsible for organizing training and exams. It is up to PMI to decide whether candidates have passed the assessment, whether they will receive the certificate, and how such certificates are issued and managed; all relevant information must be submitted to PMI for its decision. Participants who pass the assessment will be issued a certificate directly by PMI. IPMP and IPMA have authorized PMRC to be responsible for IPMP certification in China; therefore, it is the IPMP China Certification Committee that is tasked with determining whether candidates pass the certification exams, issuing certificates, and managing those certificates, all under the guidance and supervision of IPMA. Certified candidates who attend the IPMP training and examination receive a completion certificate for the IPMP course issued by the Project Management Research Committee of China (PMRC). Upon passing the certification, they are awarded the professional project management qualification certificate (IPMP) issued by IPMA; the certificate number along with the name of the recipient is published worldwide on the IPMA website. IPMA and PMI have signed an agreement for mutual recognition of certificates; the IPMP Level C certificate is equivalent to the U.S. PMP certificate, and the two are mutually recognized. In fact, the assessment method for the U.S. PMP certificate is similar to that of IPMP Level D, with the qualification requirements being the same as those for IPMP Level C. 　　 PMP & IPMP – A Comparison of Certificate Validity: Professionals who obtain these certifications do not have permanent eligibility; both IPMP and PMP have specific regulations regarding the validity period of their certificates. Every three years, PMI reevaluates the validity of the PMP credential; only those PMPs who have accumulated a certain amount of training and practical project management experience within those three years can maintain the validity of their qualification. The purpose of updating the IPMP certificate is to ensure that the professional competence of certificate holders meets the requirements of current project management developments ； Promote the development and improvement of project management professional capabilities among certificate holders. The certificate is valid for 5 years; after that, a “Certificate Renewal Application Form” must be submitted to renew it. “The “Certificate Renewal Application Form” includes information on project management experience since obtaining the certificate. At least 3 years of continuous experience in project management, or cumulative experience in project management of 3 years or more ； Continuing education and professional activities in project management since obtaining the certification. The showdown is over; after comparing so many aspects, it isn’t really important to determine who the winner is between IPMP and PMP. The purpose of this competition was simply to help people gain a more intuitive and comprehensive understanding of both IPMP and PMP, so that they can make a choice based on their own actual circumstances when selecting a certification framework. However, PMP and IPMP are different from MBA; they are not academic qualifications but rather competency qualifications.
