Pre-project work (also known as pre-investment or pre-construction work) refers to the activities carried out from the preparation of a project proposal to the approval of the feasibility study report, including the preparation of project proposals, feasibility studies, as well as evaluations and decision-making processes. In developed countries, this is referred to as project initiation, which includes tasks such as opportunity analysis, feasibility studies, and project decision-making. In our country, the preliminary work for a project is usually carried out by the project owner, who entrusts a qualified design or consulting firm to carry out it. It is developed by experienced engineering companies or consulting firms. EPC/Turnkey Project EPC/Turnkey Project contracting is the most fundamental and primary function of engineering companies. 　EPC (Engineering, Procurement, and Construction) involves contracting, upon the owner’s commission and in accordance with the contract terms, the entire process of a project’s design, procurement, construction, and commissioning. Functions for design, procurement, and construction management: Engineering companies have the capability to provide EPC turnkey services, but not all projects are carried out under this arrangement; owners can also assign tasks separately. One of the characteristics of engineering companies is that they have the capabilities to provide driving, training, and maintenance services for the projects they undertake. The scope of tasks related to driving, training, and maintenance is determined by the owner and specified in detail in the contract. Engineering companies not only carry out project management for the general contracting projects they undertake, but also accept assignments from clients to provide project management services, project management contracting, or bidding agency services on a standalone basis. The establishment of project companies is aimed at undertaking engineering projects such as BT, BOT, BOO, and BOOT. The goal is primarily to **encourage engineering companies with investment capabilities to take on projects that meet the relevant criteria, and to carry out these projects in accordance with the owner’s requirements using models such as Build-Transfer (BT), Build-Operate-Transfer (BOT), Build-Own-Operate (BOO), and Build-Own-Operate-Transfer (BOOT)**.
