I don’t understand what you said about the second batch of flanges or valves, but I checked that the PN2.0 MPa of SH3406 and the American standard CL150 have the same connection size. There are 48 bolts, so they should be able to connect. It is possible that you bought the wrong material, or the manufacturer supplied the wrong product.
JB4726 is the material standard and SH3406 is the flange size standard, there is no contradiction.
