Definition of home-refined oil

I only knew that home-based oil refining was **explicitly prohibited, but how is home-based oil refining defined? Are there clear regulations regarding home-made oil refining in terms of processes, equipment, raw materials, processing scale, and final products? Do those laws and regulations provide clear definitions regarding this?
There is no clear definition of this in laws and regulations, nor is there a clear definition for the manufacturing process. I think it’s mainly because of its simple manufacturing process, high safety risks, significant pollution, and failure to meet environmental standards.
If that is the case, then isn’t there any basis for shutting down such enterprises or preventing the establishment of new projects?
