Safety Supervision Administration of Hazardous Chemicals [2007] No. 225 ________________________________________ **Notice from the Safety Supervision Administration on the Issuance of the “Catalogue of Safety Facilities for Hazardous Chemicals Construction Projects (Trial)” and the “Guidelines for Compiling Special Chapters on the Design of Safety Facilities for Hazardous Chemicals Construction Projects (Trial)” To the safety supervision bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and the Production and Construction Corps, as well as relevant central state-owned enterprises: In order to implement laws and administrative regulations such as the Work Safety Law, the Regulations on the Safety Management of Hazardous Chemicals, the Regulations on Work Safety Licenses, and the Measures for the Implementation of Safety Permits for Hazardous Chemicals Construction Projects (Order No. 8 issued by the Safety Supervision Administration), and to standardize and guide the work related to safety assessments, design of safety facilities, issuance of safety permits, as well as the filing of trial production (use) plans for hazardous chemicals construction projects across the country, the Safety Supervision Administration has prepared the “Catalogue of Safety Facilities for Hazardous Chemicals Construction Projects (Trial)” and the “Guidelines for Compiling Special Chapters on the Design of Safety Facilities for Hazardous Chemicals Construction Projects (Trial)”. These documents are now being issued to you (and can be downloaded from the website of the Safety Supervision Administration). They will be put into trial use starting from November 30, 2007, for a period of one year. After the trial period ends, revised versions will be released for official implementation. The relevant matters are outlined as follows: By December 1, 2007, those special chapters on the design of safety facilities for construction projects that have already been prepared but not yet submitted as part of the application materials for safety permits to the relevant authorities, should be modified and improved in accordance with the requirements set out in this notice. II. Please forward this notice to the enterprises within your jurisdiction (or under your oversight) that are involved in the production and storage of hazardous chemicals, to the units responsible for the design, construction, and supervision of safety facilities in construction projects, as well as to the relevant safety assessment agencies. If any issues are encountered during the trial period, please promptly inform the Hazardous Chemicals Department of the **General Administration of Work Safety**, and submit suggestions for modifications along with the reasons therefor. Catalogue of Safety Facilities for Hazardous Chemicals Construction Projects (Trial) Explanation I. Meaning of safety facilities: Refers to the devices (equipment) and measures employed by enterprises (organizations) in their production and operational activities to keep hazardous and harmful factors within safe limits, as well as to prevent, reduce, and eliminate hazards. II. Classification of safety facilities Safety facilities are divided into three categories: facilities for preventing accidents, facilities for controlling accidents, and facilities for reducing and eliminating the impacts of accidents. III. Scope of Application This catalog applies to the safety assessment, design review of safety facilities, and completion inspection for construction projects involving the new construction, renovation, or expansion of hazardous chemical production and storage units and facilities within the People’s Republic of China, as well as chemical production units and facilities that generate hazardous chemicals. ⒈Facilities for accident prevention: (1) Detection and alarm facilities – Alarm systems for pressure, temperature, liquid level, flow rate, composition, etc.; detection and alarm devices for flammable gases, toxic and harmful gases, oxygen, etc.; as well as testing and inspection equipment and instruments used for safety checks and safety data analysis. ⑵Equipment safety protection facilities include guards, protective screens, load limiters, travel limiters, as well as devices for braking, speed control, lightning protection, moisture prevention, sun protection, freeze protection, corrosion prevention, and leak prevention. There are also safety locking mechanisms for transmission equipment, electrical overload protection devices, and static electricity grounding systems. ⑶Explosion-proof facilities: Explosion-proof devices for various electrical and instrumentation components, systems to prevent the intrusion of combustion-supporting substances (such as nitrogen sealing), measures to prevent the formation of flammable and explosive gases and dusts, as well as explosion-proof equipment and tools. ⑷Protection facilities in the workplace: facilities for radiation protection, static electricity prevention, noise reduction, ventilation (dust and gas removal), protective barriers (nets), slip prevention, and burn protection, etc., in the workplace. ⑸Safety warning signs include various signs that indicate safety procedures, as well as signs for evacuation and shelter, as well as those indicating wind direction. ⒉Facilities for controlling accidents ⑹ Pressure relief and check valves: Devices such as valves, rupture discs, and vent pipes used for pressure relief, as well as valves used for preventing backflow, as well as sealing devices for vacuum systems. ⑺Emergency handling facilities: emergency backup power supplies, facilities for emergency shutdown, diversion, discharge (to flares), absorption, neutralization, cooling, etc., facilities for introducing or adding inert gases, reaction inhibitors, etc., as well as emergency shutdown and instrument interlock systems. ⒊Facilities for reducing and eliminating the effects of accidents ⑻ Facilities to prevent fire spread: flame arrestors, safety water seals, backflow preventers, oil (fire) barriers, explosion-proof walls and doors and other explosion isolation facilities, firewalls, fire doors, steam curtains, water curtains and other such facilities, as well as fire-resistant material coatings. ⑼Fire extinguishing facilities include systems such as water spray, inert gas, steam, and foam release, as well as fire hydrants, high-pressure water guns, fire trucks, fire water supply networks, and fire stations. ⑽Emergency individual protection equipment: eyewash stations, showerheads, escape devices, escape ropes, emergency lighting, and other such facilities. ⑾Emergency rescue facilities: leak sealing equipment, emergency response gear for construction sites, and medical treatment equipment for injured persons on site. ⑿Escape and shelter facilities: safety passages (ladders) for escaping and taking shelter, safe shelters equipped with air breathing systems, shelter signals, etc. ⒀Personal protective equipment and gear includes items designed to protect the head, face, visual and respiratory organs, hearing organs, limbs, and torso from physical and chemical hazards in the workplace; such equipment provides protection against fire, toxins, burns, corrosion, noise, excessive light, falls from heights, impacts, and punctures.
Guidelines for the Preparation of the Special Section on Safety Facilities Design for Hazardous Chemicals Construction Projects (Trial) 1 Scope of Application These guidelines apply to the preparation of the special section on safety facilities design for construction projects (hereinafter referred to as construction projects) involving the new construction, renovation, or expansion of hazardous chemicals production and storage units and facilities, as well as chemical production units and facilities that generate hazardous chemicals within the territory of the People’s Republic of China. 2 Terms and Definitions 2.1 Chemicals refer to various chemical elements, compounds composed of elements, and their mixtures, including those that are natural or synthetic. 2.2 Hazardous chemicals refer to chemicals that possess properties such as explosiveness, flammability, oxidizing ability, toxicity, or corrosivity, and that may cause harm to people, facilities, or the environment in contact with them. 2.3 New projects refer to construction projects of enterprises intended to be established in accordance with the law, which involve the production of chemicals that involve hazardous substances, or the installation of facilities for the production and storage of hazardous substances; as well as construction projects by existing enterprises (units) that involve the production of chemicals that involve hazardous substances, or the installation of facilities for the production and storage of hazardous substances, distinct from their existing production and storage activities. 2.4 Renovation projects refer to construction projects in which enterprises update the technologies and processes at the original site or in a different location for chemicals that are in use and generate hazardous chemicals, or for facilities used in the production and storage of hazardous chemicals; these projects also involve changing the types of hazardous chemicals produced and stored, as well as the main facilities, equipment, and work areas related to hazardous chemicals. 2.5 Expansion projects refer to construction projects planned by enterprises (units) that involve the production of chemicals identical to those currently produced along with hazardous chemicals, and for which the production and storage facilities are relatively independent. 2.6 Safety facilities refer to the devices (equipment, apparatus) and measures employed by enterprises (organizations) in their production and business activities to keep hazardous and harmful factors within safe limits, as well as to prevent, reduce, and eliminate risks. 2.7 Workplace refers to any place where work activities may expose workers to hazardous chemicals, including sites involved in the production, handling, disposal, storage, transportation of hazardous chemicals, as well as the disposal or treatment of waste hazardous chemicals. 3 Main Contents 3.1 Overview of the Construction Project 3.1.1 Basic Information on the Construction Project 3.1.1.1 Main technologies and processes (methods) used in the project, as well as a comparison with similar projects both domestically and internationally. 3.1.1.2 Geographic location of the construction project, land area, and production (storage) scale. 3.1.1.3 Names and quantities of the main raw materials, auxiliary materials, and products involved in the construction project (including finished products and intermediate products, the same below). 3.1.1.4 The process flow of the construction project, the layout of the main units (equipment) and facilities, and the relationships between the upstream and downstream production units. 3.1.1.5 Names of supporting and auxiliary projects for the construction project, their capacity (or load), and sources of the medium (or materials). 3.1.1.6 Names, models (or specifications), materials, quantities of the main units (equipment) and facilities of the construction project, as well as the main special equipment. 3.1.2 Basic external conditions of the construction project 3.1.2.1 Natural conditions such as climate, hydrology, geology, and seismology at the location of the construction project. 3.1.2.2 The scope affected by the most severe accidents that may occur after a construction project is put into production or use, as well as the situation regarding 24-hour production and business operations and residents’ daily lives within this scope. 3.1.2.3 Distance between storage facilities for hazardous chemicals in construction projects, where the quantity of such chemicals constitutes a major hazard source, and the following locations and areas: 1. Populated areas such as residential zones, commercial centers, and parks ; ⒉Public facilities such as schools, hospitals, theaters, and stadiums ; ⒊Water supply sources, water treatment plants, and water source protection areas ; ⒋Stations, ports (with the exception of those that, in accordance with **regulations and upon approval, are dedicated to the loading and unloading of hazardous chemicals), airports, as well as highway, railway, waterway traffic arteries, subway air shafts and entrances/exit points ; ⒌Basic farmland protection areas, livestock farming areas, fishery waters, and production bases for seeds, breeding livestock, and aquatic fry ; ⒍Rivers, lakes, scenic spots, and nature reserves ; ⒎**No-go zone, **management area ; ⒏Other areas designated for protection by laws and administrative regulations. 3.2 Hazardous and harmful factors involved in the construction project and their degree of hazard 3.2.1 Hazardous and harmful factors 3.2.1.1 Hazard categories of chemicals with explosive, flammable, toxic, or corrosive properties involved in the construction project and sources of data. 3.2.1.2 Hazardous and harmful factors that may lead to explosions, fires, poisoning, or burns in construction projects. 3.2.1.3 Other dangerous and harmful factors that may cause casualties among workers in construction projects. 3.2.2 Degree of Hazard and Harm 3.2.2.1 Inherent Degree of Hazard 1. Quantitative analysis of the quantity, concentration (content), state of chemicals with explosive, flammable, toxic, or corrosive properties involved in the process flow of the construction project, as well as the location where they are present and their conditions (temperature, pressure). ⒉Qualitative analysis assesses the inherent degree of risk associated with construction projects that involve chemicals that are explosive, flammable, toxic, or corrosive. ⒊The inherent degree of risk in various work areas of construction projects that involve chemicals with explosive, flammable, toxic, or corrosive properties can be quantitatively analyzed through the following calculations: (1) the mass of explosive chemicals and their molar equivalent in terms of TNT; (2) the mass of flammable chemicals and the heat released upon combustion; (3) the concentration and mass of toxic chemicals; (4) the concentration and mass of corrosive chemicals. 3.2.2.2 Level of risk ⒈ Through accidents that have occurred in similar production or storage units and facilities both domestically and internationally, qualitative and quantitative analysis and prediction are carried out regarding the following aspects of the construction project: ⑴ The possibility of leaks of explosive, flammable, toxic, or corrosive chemicals in the workplace ; ⑵After a leak occurs in a workplace involving explosive or flammable chemicals, the conditions and time required for an explosion or fire accident to occur are present ; ⑶The spread rate of toxic chemical leaks in workplaces involving such chemicals, and the time it takes for these concentrations to reach the maximum levels permissible for human exposure ; ⑷The scope of casualties caused by explosions, fires, poisoning, and burns in workplaces dealing with chemicals that are explosive, flammable, toxic, or corrosive. ⒉Predict the amount of wastewater generated by the most severe explosion and fire accidents in work sites involving explosive and flammable chemicals in construction projects. 3.3 Explanation of the Adoption Status of Safety Measures and Recommendations in the Safety Assessment Report for Project Establishment 3.3.1 List all the safety facilities implemented to address each safety measure and recommendation outlined in the safety assessment report for project establishment, along with the locations (areas) where these facilities are situated. 3.3.2 Explain the rationale or reasons for each safety countermeasure and recommendation outlined in the safety assessment report for the construction project that has not been implemented or only partially implemented. 3.4 Safety Facilities and Measures Adopted: List in detail all the safety facilities used in the design of the construction project, and for each such facility explain which specific provisions of **current laws, regulations, departmental rules, and standards related to work safety it complies with or exceeds, or refer to the safety facilities adopted in similar construction projects both domestically and internationally. 3.5 Accident Prevention and Emergency Rescue Measures 3.5.1 Establishment or allocation of emergency rescue organizations or personnel. 3.5.2 Support or establishment status of the fire brigade. 3.5.3 Provision of emergency rescue equipment. 3.5.4 Provision of fire-fighting equipment. 3.5.5 Emergency rescue measures. 3.6 Establishment of safety management organizations and staffing 3.6.1 Recommendations regarding the establishment of safety management organizations and their responsibilities after a construction project is put into production or use. 3.6.2 Recommendations on the conditions and number of safety management personnel to be assigned after a construction project is put into production or use. 3.7 Estimate of Investment in Safety Facilities 3.7.1 Estimate of total investment for the construction project. 3.7.2 Estimates for investment in safety facilities and categorized estimates for investment in construction projects. 3.7.3 The proportion of the estimated investment in safety facilities within the total estimated investment for a construction project, as well as the proportion of the estimated investment for each category of safety facilities within the total investment allocated to safety facilities. 3.8 Conclusions and Recommendations 3.8.1 Conclusions Based on the design and development trends of similar domestic and international installations (facilities), as well as the provisions and requirements of current laws, regulations, departmental rules, and standards related to work safety, conclusions are drawn in the following aspects: 1. The safety conditions at the location of the construction project and the safety distance from surrounding areas ; ⒉Safety of the technologies and processes selected for construction projects ; ⒊Safety of the main equipment and facilities selected for the construction project ; ⒋Level of safety facilities adopted (selected) for the construction project ; ⒌The safety level achieved by the construction project. 3.8.2 Recommendations Based on the management practices and trends of domestic and international construction projects, particularly those involving similar types of installations or facilities, recommendations are proposed in the following areas: 1.
