Developed countries such as the United States and Japan have all gone through a process of development, pollution, and cleanup, leading to today’s environmental protection concepts. Our country is in a period of rapid economic development, and in terms of environmental protection it is important to draw on foreign experience, starting from the source to avoid unnecessary detours. At the same time, due to limited financial resources, when it comes to addressing existing pollution issues, it is not necessary to focus solely on introducing the latest foreign technologies; instead, it is appropriate to adapt approaches to local conditions and consider adopting technologies from the 1980s and 1990s.
All officials say this, but in reality the environmental situation remains concerning, especially in economically underdeveloped areas where environmental protection is also quite inadequate. In fact, environmental protection concerns everyone, but people only start to think about the environment after they have solved their basic needs for food and shelter. Without money, there’s no way they can focus on environmental protection; such a concept didn’t even exist. In my country, for example, there were no specialized environmental protection agencies during the 1960s and 1970s. Environmental protection itself is a complex mix of contradictions.
