An increase in the groundwater level reduces the characteristic values of the bearing capacity of the foundation soil as well as those of weak underlying layers, and it also affects the design of soil replacement layers used in foundations; whereas a decrease in the groundwater level increases foundation settlement.
In my opinion, the issue of how changes in groundwater levels throughout the seasons, as mentioned by the original poster, affect foundations is difficult to prevent; the usual solution is to take into account the impact of groundwater when calculating the ultimate bearing capacity of the foundation before designing the building. When the groundwater level changes within a certain depth range in the foundation soil, the common approach is to modify the relevant unit weights in the calculation formulas (such as replacing the unit weights used in the formulas for calculating the ultimate bearing capacity of the foundation with unit weights based on thickness or effective unit weights), or to adjust the correlation coefficients.

Additionally, changes in the groundwater level can cause corrosion of steel structures and the rebar in concrete; appropriate anti-corrosion measures must be taken depending on the corrosiveness of the groundwater
