How are the management responsibilities for special equipment allocated exactly? Is it the equipment managers who play the leading role, or are it the safety managers?
The Safety and Environmental Protection Department formulates post safety responsibility systems, establishes safety management regulations for special equipment, develops emergency rescue plans for such equipment, is responsible for the regular inspection of special equipment, and oversees the supervision and inspection of it. The Equipment Department is responsible for maintaining registers and archives of special equipment, formulating operating procedures for such equipment, keeping records of its daily usage status, documenting maintenance activities, recording regular inspections, as well as documenting any operational failures or accidents related to the special equipment; it also submits these records to the Safety and Environment Department.

The management of special equipment should primarily fall under the responsibility of the equipment management department.
I took a look at Article 5 of the Regulations on the Safety Supervision of Special Equipment: Production and usage units of special equipment shall establish and improve safety management systems for such equipment as well as safety responsibility systems for individual positions. The principal responsible persons of entities that produce or use special equipment shall be fully accountable for the safety of such equipment within their respective entities. And explanatory notes: The Regulations stipulate that the user entity shall establish a safety technical file for special equipment, documenting information related to the safety of such equipment. This includes details such as the type and name of the equipment, its technical parameters, design documents, the manufacturer, certificates of product quality compliance, as well as technical documents and materials related to operation and maintenance. It also includes records of regular inspections and self-inspections, records of daily usage conditions, records of routine maintenance of the special equipment along with its safety accessories, safety protection devices, measurement and control devices, and related instruments, as well as records of operational failures and accidents. Taking all of the above into account, I think special equipment also falls under the category of equipment; there may be aspects related to such equipment that safety managers are not familiar with. Therefore, equipment management should remain the priority, with safety management playing a secondary role. (This represents personal opinion and is for reference only)
Regarding safety, it is of course managed by the security department. For usage management, it seems to be under the control of the Mobility Department again

The daily management of special equipment is the responsibility of the equipment department, while the safety management department is in charge of supervision and oversight. Both parties participate in the regular inspections; which organization will handle them can be determined depending on the circumstances of each company!
