I originally thought that \"Cooling water\" referred to chilled water, and that \"Chilled water\" also meant cooling water, but after reading a sentence in English I’m no longer sure about its meaning. Please help me out. After the heat has been removed from the cooling water, the chilled water returns to the exchanger and repeats the process.

I agree with the view in the second floor post: cooling water refers to water used to cool other heat sources; chilled water is the water that has been cooled. What that sentence in English means is that once the cooling water exits the heat exchanger and has had its heat removed, it becomes chilled water, which then flows back to the heat exchanger to exchange heat with it, repeating this cycle over and over again (to remove the heat from the heat exchanger).
To generate CHILLING WATER, COOLING WATER is required; of course, air cooling can also be used.

No, it is applied to different temperature reduction requirements; when temperatures are high in summer and the cooling water is not sufficient to achieve the desired cooling effect, chilled water is used instead. Or, for processes with high cooling requirements, chilled water is used
