That is called a flame stabilizing ring; its purpose is to keep the flame stable at the torch outlet and prevent it from being blown away.

In normal production, the flame at the flare tip is not very large; there is no need for air defense measures nor any significant leakage of flammable gases. However, it is necessary to maintain a steady flame at the flare tip while minimizing unnecessary fuel loss, which requires keeping the flame small or low. The ring-shaped structure with small holes surrounding the flare tip serves this purpose. It allows the flame to burn steadily (after all, wind speeds are high at high altitudes; otherwise, it is easy for the flame to be blown out).
