Are the engineers and senior engineers evaluated by various provinces still useful?

Now every industry has its own professional registered engineers, so are departmentally recognized engineers still useful? Now, public institutions have also started to implement performance-based salaries. Will the salary still be linked to professional titles? Do units with those characteristics still use the salary standards based on professional titles? I should be eligible to be rated as an engineer, but my paper has not yet been published. Although it’s already ready, I don’t know where to publish it, and there are also costs of over 1000 yuan involved. Moreover, my employer does not determine salaries based on professional titles.
