Weird steaming out? ?

I recently saw an alkali washing (hydrogen sulfide washing) tower with an operating pressure of 0.6 kg (gauge pressure), but a design pressure of 2.5 kg (gauge pressure). It was said that "steaming out conditions" should be considered in the design temperature and design pressure. Under what circumstances is steaming out? ? Why is there so much design pressure? ?
Steam blowing is sometimes used when starting and stopping equipment. It is used before personnel enter the equipment.
The literal meaning is steam purge, but why such a high pressure is used? I think it has something to do with the entire process. Are there any safety measures? In an emergency, a large amount of steam will be injected to have a dilution effect, not just a steam purge.
It means steam purging. Obviously, the design pressure (temperature) of the equipment should take into account the pressure (temperature) during some occasional working conditions, namely start-up, shutdown and steam purging.
Reply 3F, 2.5KG steam pressure is not high, it is low pressure steam.
What you said above is correct, because I don’t understand your process. If you analyze it from the entire process, it will be easy to understand when the maximum pressure will occur.
