Help: How to prevent freezing of heat exchanger equipment in winter?

However, water was introduced into the heat exchanger tubes during the summer for pressure testing purposes. As we are in the northeastern region, to ensure that the equipment does not get damaged due to the harsh winters, I would appreciate it if everyone could suggest other methods – apart from using air to blow through the tubes – that could effectively remove all the water remaining inside them.
The steam pipeline is either insulated, or both the steam pipeline and insulation are used together.
It’s difficult to prevent freezing completely without using air blowing; steam heating is a good option.
Reduce the blowing volume, install blind flanges, and keep the drain bottom valve open
The heat exchanger itself should have insulation, right? It’s best to add heating! The water in the tubes can still be cleaned off with air; as long as the tubes aren’t completely filled with water, they won’t get damaged by freezing!
