The handwheel on the torque converter is used when instrument control fails; turning the handwheel downward increases the speed, while turning it upward reduces the speed. During normal operation, the handwheel should be turned to the top position to allow full control over the adjustment process.

The method of using hydraulic drives to adjust the speed (flow rate) of reciprocating pumps is a technology from decades ago; it was limited by the industrial standards of that time. Such systems take up a lot of space, are difficult to maintain, have hard-to-find spare parts, and are energy-intensive. Nowadays, new factories use variable-frequency motors, or simply high-pressure centrifugal pumps.
Torque converters are indeed used less these days; it’s very difficult to repair those found in older devices, and the main issue is that spare parts are hard to come by, as imported ones are extremely expensive.
