Compiled according to Part 3 of the \"Guiding Opinions on the Adjustment of the Oil and Chemical Industry Structure (Summary)\\": The layout and scale of the coal chemical industry should be determined based on factors such as coal resources, water availability, environmental capacity, and transportation infrastructure. In principle, the development of coal chemical industries is not encouraged in provinces that import large amounts of coal ； The coal used in coal chemical industries should, as much as possible, not compete with coal used for power generation or domestic purposes; the use of low-quality coal with high sulfur and ash content is encouraged for the development of coal chemical industries ； Actively develop and promote gasification technologies with independent intellectual property rights, advance the localization of key equipment and catalysts, and reduce product material consumption and pollutant emissions. 　　The total production capacity for methanol must be strictly controlled; in principle, no new projects with methanol as the final product should be established ； Make a determination to phase out outdated methanol production capacity, actively develop new downstream products, and alleviate the issue of overcapacity ； Accelerate the implementation of the two standards, namely **“Methanol as a Fuel for Vehicles”** and **“Methanol-Gasoline Blends for Vehicles (M85)”**, and actively carry out the development of related supporting standards. Guide the rational development of the dimethyl ether industry and accelerate its application in domestic gas and as a diesel substitute. Advance the construction of demonstration projects for coal-to-olefins, coal-to-methane, and coal-to-ethylene glycol in a steady and orderly manner, and promote the development of the industry on the basis of achieving success. Develop coal-to-oil technology in a scientific manner, and restrict blind expansion until demonstration projects are successful. Encourage the development of coal-based cogeneration to promote the integration of chemical production with energy conversion, thereby improving the comprehensive utilization efficiency of coal resources.
