About the horns for equipment installation

When installing the catalytic tower, the anchor bolts need pads. Now, are the pads provided by the tower manufacturer and installation manufacturer or by our construction manufacturer? Thank you! I don’t know which sea friend knows better.
What I have here is produced and provided by the construction unit.
We have it here and purchase it ourselves.
All are prepared by the construction unit and the size of the pads is calculated.
Most equipment manufacturers do not provide it. Generally, the project department proposes a procurement plan and model based on the quantity of equipment.
