Venting and drainage of heat exchangers

In heat exchanger design, it is generally necessary to consider providing vent and drain ports. Shouldn’t this be something that that major needs to take into consideration? Should the equipment team consider it on its own, or should the process team lay out the requirements for the equipment team to carry out the design?

I’m not quite sure if you mean the heat exchanger itself or its piping The piping design for finished heat exchangers is specified by the process engineering team on the PID diagrams, while the piping engineering team determines how to implement it. The manufacturer of heat exchangers should be the one to provide the necessary conditions for the equipment, right?
It should be the process that creates the conditions for the equipment
It should be built into the device itself; just meet the process requirements
