In accordance with GB-50319 \"Code for Supervision of Construction Projects\", the responsibilities of supervision engineers cover aspects such as construction, quality, safety, and cost management throughout the project period from its commencement to completion inspection, as well as the preparation of supervision reports and other documents required by the project owner. Additionally, this code stipulates that the supervision unit must enter into a written contract with the project owner for the supervision of the construction project, and such a contract should include provisions regarding the supervision unit’s responsibility for overall control and management of the project’s quality, costs, and schedule. The communication activities related to the construction contract between the project owner and the contractor shall be carried out through the supervision unit. Therefore, the role that the supervision unit can play is closely related to the scope of the contract. In most cases, the contract between the project owner and the supervision unit does not specify clearly the responsibilities of the supervision unit. As a result, in practice, the supervision unit focuses most on the quality inspection of the project, followed by safety and construction progress. Regarding costs, the project owner generally requires the supervision unit to focus primarily on confirming the relevant quantities involved in the project, with cost determination being a secondary concern. The purpose of this approach is to enable the project owner to complete the construction tasks within the agreed budget, while ensuring good construction quality and adherence to the set deadline.
It is an international practice for supervision companies to play a managerial role and address the issue of owners wasting manpower. In China, there is an effort to transform these supervision companies into management firms; however, due to chaotic competition in the country, supervision companies reduce costs by employing people who are not qualified as supervision engineers, which prevents them from fulfilling their proper roles. This is a characteristic of current project supervision in China, as well as a unique feature of the country.
An independent and impartial supervision company must possess the following four aspects of integrity and professional competence: 1. A high level of responsibility in work, along with strong principles in carrying out tasks. 2. Understand and master the correct construction procedures. 3. Gain an accurate and comprehensive understanding of the design and construction drawings for specific projects, as well as the construction contract signed by the owner. 4. The supervision company holds a supervision qualification certificate issued by the Construction Committee. Functions of a supervision company A supervision company is a third-party entity entrusted by the owner to oversee the project’s investment, quality, and schedule, thereby protecting the interests of consumers.

It can be said that the role of supervision is indispensable in determining the quality of a project. Although there are often various instances of supervision violations or inaction. But at the same time, it should be noted that most supervisors are still able to play a role in overseeing the projects. One should not overlook the majority of the merits just because of a few minor mistakes! One can imagine the necessity of the existence of supervisors. Without the presence of supervisors, wouldn’t violators be even more unrestrained? Of course, appropriate supervision must also be exercised over the supervisors to prevent them from colluding with the contractors!
