It’s probably used to prevent leaks or to shut it off during maintenance. Because hydrogen is a flammable and explosive gas.
One in use and one as a backup; under normal conditions, one of them remains open (as the backup), and when the other fails to close properly and starts leaking, the backup valve (the one that is normally open) is closed to prevent accidents.
As a backup measure, since the hydrogen being transported is a highly hazardous substance, it is necessary to ensure safety. One valve is in normal use, while one valve is on standby
