Dear marine professionals, how can we conduct targeted risk assessment and hazard identification for process changes within a facility? In other words, what is the focus of the risk assessment after the process change? Do any of you sea friends have any materials on this that you could share? Thank you. . .
Generally, when there are changes to a process or a new process is introduced, two types of analyses need to be conducted: one is HAZOP, whose purpose is to identify potential hazards inherent in the process itself, such as chemical substances, extreme temperatures, excessive or insufficient liquid levels, sudden loss of power, etc. Large factories have software available for this purpose; it’s difficult to go into detail here. The other analysis is JSA, which aims to determine whether the operational steps are reasonable and whether the potential hazards associated with each step are under control. Additionally, in my opinion, it’s also necessary to consider the impact of abnormal weather conditions, such as high or low temperatures, rain, strong winds, etc., to ensure that the operation of the equipment and the actions of personnel remain safe and reliable. This provides a comprehensive approach.
The revised process safety analysis mainly includes: 1. Changes in the existing risks of the facility as a result of the process change, that is, a reduction in risks or the emergence of new risks; 2. The impacts of the process change on safety and the environment; 3. Whether there are any new requirements for the facility and its personnel as a result of the process change; 4. The updated risk control measures
