Installation issues with V-cone flowmeters!

Regarding the installation of v-cone flow meters, the installation requirements specified by our institute’s instrumentation department are that the liquid should flow from bottom to top, while the gas should flow from top to bottom. However, when I consulted the manufacturer, they said that in both cases the flow should be from bottom to top. The instrumentation specialists insist that they are correct; I’m wondering if anyone with expertise can provide a definite answer!
According to the manufacturer, your instrumentation professionals are out of date; rotor flowmeters can be designed in various orientations – with flow from bottom to top, from left to right, from top to bottom, and so on. It’s not necessary for them to follow the traditional bottom-to-top orientation.
