Problems with the test plates

Let’s discuss whether heat exchangers with partition plates need to have test plates manufactured in accordance with the new capacity regulations. I personally think there’s no need to do it, but some people in the company think it should be done.
For shell-and-tube exchangers made of carbon steel and low-alloy steel with interstage diaphragms as specified in GB151, stress-relief heat treatment is carried out after welding. However, stress-relief heat treatment does not fall under heat treatment for improving and restoring the mechanical properties of materials as specified in new Specification 4.3.1(3). In my opinion, for tube boxes with partition plates, as long as they do not meet the requirements of Section 4.3.1 of the new code, it is not necessary to include test plates
In accordance with the new capacity regulations, the design shall determine this based on the equipment’s processing requirements and the type of medium used. If the medium is water, then it’s completely unnecessary
