Selection of the Golden Key Award

The Golden Key Award for EPC is one of the awards for engineering general contracting, established under the leadership of the China Society for Surveying and Designing and the China Engineering Consulting Association. The Evaluation and Recognition Committee for Excellent Project Management and Excellent EPC Projects, affiliated with the China Society for Surveying and Designing, as well as the Project Management Guidance Committee of the China Engineering Consulting Association, are responsible for assessing and honoring outstanding projects in terms of project management and EPC. “The “Project Award and Recognition” program is carried out every two years. Golden Key Award for General Engineering Contracting – Eligibility Criteria: 1. The enterprise must hold a Class A or Class B qualification certificate for engineering survey, or a Class A or Class B qualification certificate for engineering design, issued by the **construction administration department; or it must possess a Class A or Class B qualification certificate for engineering consulting, issued by the **Development and Reform Commission. 2. The enterprise has established organizational structures and project management systems suitable for project management and EPC services; it adopts a system where project managers are held accountable and project costs are tracked meticulously. Advanced project management techniques and methods are used, and the key responsibilities within project management are clearly defined, with a sufficient staffing level in place. Projects applying for recognition as excellent must meet the following conditions simultaneously: 1. The enterprise has legally entered into a project management or general contracting agreement with the project owner; at the time of application, the contract has been fully executed, the project has been completed and put into operation, and relevant approval and acceptance documents issued by the competent authorities in charge of environmental protection, safety, fire protection, health (occupational health), and urban construction documentation management have been obtained. In addition, there must be a completion acceptance certificate for the construction project in accordance with ** regulations, or a certificate of project handover signed by the owner, or a certificate of commissioning signed by the owner. The scope of project management includes the management and services throughout the entire process or various stages of project implementation, with the main contract types being project management contract (PMC) and project management service contract (PM) among others. The scope of engineering general contracting includes the contracting out of the entire process or certain phases of project implementation. The main contract forms are design, procurement, and construction (EPC)/turnkey engineering general contracting, design-construction general contracting (D-B), design-procurement general contracting (E-P), or procurement-construction general contracting (P-C), among others. 2. The contract is effectively implemented, ensuring the proper adherence to relevant guidelines and policies, as well as compliance with relevant standards, specifications, and regulations ； Effective control was achieved in terms of safety, quality, cost, and schedule ； The results of the trial run met all the indicators specified in the contract. The same project can only be submitted for evaluation once. The standards for various awards in outstanding EPC projects should meet the following requirements: For projects awarded the EPC Golden Key Award, these are projects under EPC/turnkey EPC contracts or design-construction contracts, using internationally recognized EPC contract terms. The project management structure, EPC management techniques, and engineering technologies employed reach international advanced levels for that period, and the implementation of the project contracts is highly effective.
