The best ones in China are CNPC’s Huanqiu, Sichuan’s Chengda, Tianjin’s Tianchen, and Wuhan’s Wuhuan. Misheng Wolley is really far down the rankings; it’s not even as good as Bayer, BP, or Shell

As for domestic design institutes: in terms of design capabilities in the petrochemical industry, Sinopec Beijing Design Institute stands out (including Luoyang Design Institute, which are now part of the same organization). The nine major design institutes that were once under the Ministry of Chemical Industry have specialized skills in areas such as chemicals, fine chemicals, coal chemicals, and salt chemicals; institutions such as Tianchen, Hualu, Chengda, and Baoding belong to this group. When it comes to ethylene project design, the former Shanghai Medical Engineering Institute and Huanyu are the most prominent. One thing is incorrect: Sinopec Beijing Design Institute has now been reorganized into Sinopec Engineering Construction Company (SEI), while Luoyang Design Institute is currently known as Sinopec Group Luoyang Petrochemical Engineering Company (LPEC). The two are separate entities; they are not one and the same, and it is likely to remain that way in the future as well.

I guess what should be said is Sai Ding Engineering Co., Ltd. (formerly the Second Chemical Industry Design Institute). The name of the Second Chemical Industry Design Institute has been changed over and over again, which has probably confused many people
