Our company needs to purchase several 300 m³ nitric acid storage tanks made of aluminum. Could you please advise which type of design institution, with what kind of design qualifications, should be responsible for creating the design drawings for these equipment, and what kind of seal should be used on them?

The information provided is insufficient; please supply the operating temperature, operating pressure, and equipment specifications of the medium. The most important factor is the concentration of nitric acid; if it is dilute nitric acid, the choice of equipment material is incorrect. If it is a storage tank for concentrated nitric acid under normal temperature and pressure conditions, such a tank is not subject to the regulations on fixed-pressure vessels; there is no need to stamp the design drawings, and it is also not under the supervision of the General Administration for Quality Supervision, Inspection and Quarantine or local boiler inspection agencies.
The required design qualifications depend only on the category of the container. If it is a pressure vessel at normal pressure, no design qualifications for pressure vessels are needed; if it is a category 1 or 2 vessel, design qualifications for category 1 or 2 vessels are required; and if it is a category 3 vessel, design qualifications for category 3 vessels are necessary.
