PDS single-line diagram issue?

Why are the single-line diagrams generated interactively in compressed format, rather than in DGN format that can be opened directly in MicroStation? And the compressed file can’t even be extracted? I’m a beginner.., thank you
The files generated interactively by PDS are in *.i* format; to open them with MS, the file extension needs to be changed to DGN~
