Fill with what water? The filling factor applies to liquefied gases; what is the purpose of a safety valve? Just read more about GB150 and you’ll understand.

Safety valves also discharge liquid; generally, the top safety valve is installed to prevent excessive pressure in the gas phase space
If the filling coefficient of the buffer tank is 1.0, it will no longer be able to serve as a buffer. A value of 1.0 is acceptable for the time being, but if the tank remains full all the time, it won’t be very useful
5# qazxsw119 Oh, I have the same doubt. It has a temperature sensor on top; I think that if the liquid level doesn’t reach a certain level, then the sensor on top isn’t useful. What I’m trying to understand here is the classification system. According to the standards, if there’s no air space at the top, it’s considered non-standard; whereas if there is an air space and the conditions are met, then it falls into category one.
