Reasons for vibration during the operation of the secondary air air preheater

Our plant’s secondary air air preheater emits a very dull noise, similar to that of a tractor. Could anyone tell me what might be causing this vibration?
Vibration usually occurs due to resonance between the wind speed and the structure. Trying to change the wind speed, or adding some elements to the heat exchanger, in order to alter the natural frequency of the vibrating components within the heat exchanger, should resolve the issue
