How to design the positive and negative pressure return line

I’m asking the experts on this forum because our company’s reaction vessels require both positive and negative pressure during operation. . Due to environmental protection requirements. Positive pressure requires the exhaust pipe to be emptied, as it is connected to the waste gas absorption tower; therefore, it cannot be connected to the exhaust pipe when there is negative pressure backflow. However, the outlet of the negative pressure backpressure cannot be directly exposed to the outside. In that case, environmental protection agencies will say you are dumping pollutants illegally. . Please, fellow forum members, help think of some solutions. Thank you!
