It’s a pipe with both ends sealed, containing liquefied gas. Is it considered a hazard due to pure liquid, or a hazard resulting from the coexistence of liquid and gas? I’m not sure anymore
It must definitely be a full-liquid hazard! Otherwise, why would all liquefied gas cylinders have a filling factor!
Fully liquid conditions are dangerous; it’s prohibited, just like when a boiler is filled with water
Whether there is a danger depends mainly on whether an explosive mixture can easily form with air under those conditions, or whether the saturated vapor pressure of the liquid at that temperature exceeds the design pressure of the pipeline.
Because preventing temperature changes from causing expansion and cracking, I also consider it a liquid hazard; however, several of our supervisors regard it as a hazard associated with both gas and liquid

All-liquid is dangerous. When placed in their natural state, changes in climate temperature must also be taken into account; once the temperature rises, thermal expansion can lead to serious consequences.
