Issues with the unoperated plug valve

The packing of the operating dead-end plug valve continues to leak even after multiple applications of sealant; how should this be dealt with?
Balance the pressure difference and material level between the two vessels, then open the plug valve fully to replace the packing. This prevents the material levels from causing air to flow between the vessels; if that isn’t possible, shutdown is the only option!
