Control valve leakage issue

I encountered a situation on site where the valve was completely closed, yet the reading on the gauge still showed a high value. I asked an experienced worker, who said it was due to leakage from the valve. What does leakage refer to? How can this problem be overcome? I hope a friend who is familiar with it can explain it. Thank you!
After long use, or due to the presence of foreign objects, the valve may not seal properly, resulting in internal leakage. On the surface, the valve appears to be closed, but some fluid is still passing through.
It depends on what type of valve it is; some valves simply cannot guarantee 100% leak-free performance. After being used for a while, the sealing rings wear out, which leads to an increase in leakage.
