With the in-depth implementation of the talent-strengthening district strategy, it has become a long-term task to gradually improve the foreign language proficiency of professional and technical personnel in our district. In order to further improve the comprehensive quality of professional and technical personnel in our district and gradually establish and improve a talent evaluation index system that focuses on performance and includes elements such as moral character, knowledge, and ability, these regulations are formulated in accordance with the relevant spirit of the Foreign Language Examination for Professional Titles of the Ministry of Personnel and in accordance with the principles of strict requirements, seeking truth from facts, differentiated treatment, and gradual improvement. 　　1. Scope of candidates: Those who participate in the autonomous region’s social review, apply for high- and intermediate-level professional and technical qualifications, and those who are appointed (re-appointed) to high- and intermediate-level professional and technical positions (including those who have passed * * Those who have obtained professional and technical qualifications through the unified examination and those who are initially employed in intermediate professional and technical positions) shall take the foreign language examination for professional titles in accordance with these regulations (except for those exempted from the examination determined by these regulations). 　　2. Matters related to the examination are announced by the Autonomous Region Personnel Examination Center. 　　3. Examination language, level and scope of application (1) Examination language and level The examination language is * * Unified examinations in English, Japanese, Russian, French, German, and Spanish, as well as examinations in Mongolian and ancient Chinese organized by the autonomous region. Use and Validity Period Qualified scores in the foreign language examination for professional titles are necessary conditions for professional and technical personnel to participate in professional and technical qualification review and to be appointed (re-appointed) to professional and technical positions and to enjoy other benefits (except for exemption from examination). Starting from 2004, the results of the foreign language examination for professional titles will be valid for a long time. Promotions and series changes must meet the requirements of the new promotion level and series. 　　6. Other related issues (1) The foreign language examination for professional titles in the region is under the unified leadership and deployment of the Autonomous Region Personnel Department, and the effective qualification standards in the autonomous region are determined ； The autonomous region Personnel Examination Center is responsible for the implementation of the examination. No other organization or individual may change its relevant regulations. 　　(2) The professional title authorities of the personnel departments at all levels are responsible for the supervision and guidance of the examination work, and the issuance and management of examination certificates shall comply with the relevant documents of the autonomous region. 　　(3) Candidates are required to voluntarily participate in pre-examination training and purchase examination materials, and the registration site shall not make it mandatory. 　　(4) Valid professional and technical qualification reviews within the league city are organized and carried out by the league cities themselves. The requirements for the foreign language examination for professional titles are determined by each league city. 　　(5) Relevant departments should do a good job in publicity work to keep candidates informed of registration, examination, training, certification and other information in a timely manner. 　　(6) The foreign language examination for professional and technical personnel titles is a very serious and meticulous task.
