I agree with your understanding. The services and target audiences are different; one serves the public, while the other serves businesses ； The former provides technical support to enterprises, while the latter takes on the role of supervision and monitoring (in some places, environmental testing agencies have been separated from the environmental protection bureaus and have become third-party intermediaries, turning into a source of income for certain officials ^_^). The testing methods and frequency also differ.

The simplest way to understand it is that occupational health relates to what’s inside the boundaries, while the environment refers to what’s outside those boundaries.
