Usually enterprise engineering installation* I am accustomed to using quotas to make budgets. I wonder if you have ever encountered a situation where quotas are used as the maximum amount of the budget to bargain with the construction company. You can discuss it.
Didn't you go through bidding? Generally, when we start a project, we first invite bids, and the construction party will first prepare the list of quotations. This can save us a lot of trouble. If there is no general bidding procedure, the construction party will first be asked to make a budget based on the visa. After it is completed, we will verify it and finally make a profit. However, if the visa is complete and valid, the dispute will be huge and disputes can easily arise.
Usually, they invite bids and compare prices, and then let them make profit concessions, so that a reasonable price can be determined.
You get what you pay for, and no supplier is stupid. It won’t work if you don’t talk about the price, and it won’t work if you talk about the price randomly.
