Excuse me, experts – what is this water cooler?

Today, both the water inlet and outlet for the water cooler in my factory are on the top side – isn’t it supposed to be low inlet and high outlet? So what type of water cooler is it?
Is there also a cooler there? In the first diagram, it seems to be related to the discharge of some substance; if it’s methanol, then that would be the wax discharge port. In the second diagram, the smaller ones are likely the exhaust ports for circulating water and the steam inlet ports, while another one might be a safety valve
Is this the cooler for the syngas compressor?
I wonder if you are referring to methanol distillation? In methanol distillation, the water cooler is used to cool methanol vapor; it operates with fluid flowing in from the top and out from the bottom. After the vapor is cooled, the condensate flows from the bottom to the reflux tank, where it is used for reflux. It means that the cooling circulating water flows outside the pipe.
