How is the liquid level in a container determined during the design process?

I work in on-site production; for example, given a fixed tower diameter, how is the liquid level at the bottom of the tower determined? How are the volumes of the return tank and the water seal tank determined?
This is a matter related to the process requirements; you first need to consider your output volume (the amount pumped). Generally, the medium liquid level corresponds to an amount that can be pumped by the pump for about 15 minutes. If your process is very stable, you can reduce this time.
I would like to ask: when you say 15 minutes, does that refer to the pump’s maximum flow rate?
