How to translate “special seal for issuing drawings”?

Seal dedicated for producing drawings = project seal?? Should it be called a seal or a stamp? It seems that other companies use seals in their frames, but I personally find stamps to be more pleasing; please help explain this.
A special seal for issuing (design) drawings – such seals are used specifically for issuing preliminary design drawings for projects, construction drawings for projects, and reports on project surveys. Specifications: The seal dedicated for producing drawings is 5.0 cm in length and 3.5 cm in width. Specific requirements: 1. The four lines of the seal dedicated for producing drawings should be 1.2 cm, 0.8 cm, 0.8 cm, and 0.7 cm in height respectively, from top to bottom. 2. The four lines of text on the seal dedicated for issuing drawings are arranged as shown in the sample image, from top to bottom: (1) The seal dedicated for issuing construction drawings, the seal dedicated for issuing preliminary design drawings, and the seal dedicated for issuing engineering survey reports can be displayed on two lines, as in the sample image. (2) Certificate number: As indicated on the original qualification certificate. (3) Validity period: As specified on the validity date in the original qualification certificate. 3. The font for the special stamp used for issuing drawings is imitation Song typeface. FYI~~
